Local authorities are having difficulty recruiting and retaining staff in their water services department due to concerns that employees will be transferred to the semi-state of Irish Water and lose their status in the public service. This is done by using a system of service level agreements (SLAs) – a transition step imposed by the policy to prevent major layoffs in municipal water services that cause a public outcry. When these SLAs come to an end in 2021, Irish Water wants all local government water suppliers to be the only public suppliers to enter their half-state. The tripartite government program is committed to referring the issue of constitutional recognition of a right to water to an Oireachtas committee. Irish Water argues that the current ALS system cannot provide the transformation necessary to establish a modern and efficient public water company, to achieve further reductions in operating costs or improvements in operational performance and after-sales service.
