In order for the agreement to be an indestructible moral agreement, expressing the demands of the political conscience of the Greek people, the government delegation thus wanted to proclaim the strong desire of the Greek people to develop a free and normal political life, the main characteristic of which would be to respect the political conscience of the citizens. , the peaceful information and dissemination of political ideas and respect for freedoms of freedom 42 and decisions taken in Tehran43, which have been accepted in the consciousness of the free people who aspire to these freedoms. The Varkiza pact also contained articles to “cleanse” Greece of communist politicians. These include Articles 7 and 8, which focused on civil and security workers. Articles 4 and 5 are typical of peace agreements. Article 4 sent prisoners of war from both sides back into the justice system. Article 5 established an apolitical Greek national army. The amnesty for political crimes was guaranteed by Article 3. Finally, Article 6 set out the disarmament of the militarized Communist Party. The importance of the agreement is further projected by the fact that its text was published in the Official Journal, a fact that gave its content the force of a law. Shortly after its defeat in Dekemvriana, the Communist Party approved the Varkiza peace agreement. In this document, the nine articles attempted to establish a lasting peace between the two sides.
Although he is on the run, the agreement has resulted in a ceasefire. On 20 May 1944, the agreement on Lebanon was signed, on the one hand, by KPG, EAM and PEEA and, on the other hand, by the government in exile EDES, EKA and other small Greek parties. This document had reached an agreement on the formation of a national government. In the new government, KPG, EAM and PEEA are expected to have 25% of ministerial positions. As part of the agreement, it was planned to form a national army for Greece after the country`s liberation. Two similar copies were made of this agreement, one having been received by the government delegation and the other by the EAM delegation. Between 3 December 1944 and the publication of the amnesty law, an amnesty for political crimes was provided. This amnesty excludes common law crimes against life and property that were not absolutely necessary to carry out the political crime in question. The necessary legislation will be published immediately after the signing of this agreement. This amnesty is not ruled out that those who are required to surrender their weapons as members of the ELAS, National Guardia Civil or ELAN organizations did not surrender them until 15 March 1945. This last provision on the exclusion of the amnesty will be set aside after considering the fact that the ELAS has been disarmed, as there will then be no reason and no justification. The guarantees and details of the amnesty to be granted are contained in the draft law attached to this agreement.44 The Varkiza peace agreement was signed on 12 February 1945.
It was an agreement that institutionally ended the political and military struggles of December 1944 and aimed to reconcile the country`s opposing blocs. Martial law is levied immediately after the signing of this agreement. At the same time as this remedy, a constitutional law which, in all respects, is akin to Constitutional Law 24, which authorizes the suspension of the articles of the Constitution covered by Act 24. The agreement included nine articles that restored civil liberties, including freedom of the press and trade union freedoms, and an expanded general amnesty was granted, with the exception of property and life violations, while the government pledged to clean up public services, the gendarmerie, the security police and the police.
